If there is no lactose around, the repressor proteins binds between the promoter region and the gene sequence and blocks the transcription of this gene.

The mRNA goes to protein synthesis and the enzyme is made by the cell. This enzyme converts lactose into simple monosaccharides. Eventually the lactose is used up, including the molecules that would bing to the repressor. The repressor binds to the DNA and stops any further transcription.
